Can I charge another EV with V2L?

In an emergency yes, but it's slower and more involved than it sounds.

V2L typically delivers 3.3 to 3.6 kW, similar to single-phase AC charging speeds. The catch is that a plain Type 2-to-Type 2 passive cable generally won't work from a V2L socket: many EVs will not accept power from a simple socket, and grounding and protocol issues come into play. You would typically need a portable EV charger ("granny charger") and the correct adapter setup, and even then you would only add around 15 to 20 km of range per hour to the receiving car. Fine to reach the next charger, not a practical way to share charge regularly.
